Chapter 1

Damien Cross had signed the lease, hired the staff, and stocked the shelves. He could not open the doors. A single stamp stood between him and the first storefront in what he swore would become the most respected business name in Palm Shores. That stamp belonged to the woman on the top floor of the tall glass tower downtown, and she had ignored his calls for a week. He climbed out of the cab and looked up at the tower's sleek face. The building held the permit office that ruled every new business in the city. Damien straightened his cuffs, tucked his folder under his arm, and walked through the mirrored doors. He had built one thing already: a habit of not leaving until he got the answer he came for. The permit chief kept a corner office with a view of half the coast. She was a heavyset woman who signed papers without looking up, stacking them in a tray with slow, deliberate slaps. On her desk sat a small carved dragon, blue and soft-winged, the kind a grandchild might leave behind. She did not offer him a seat. "Cross," she said. "You're the man who bought before he asked." "I move fast," Damien said. "I'd rather move with you than around you." She set down her pen. "Every new owner tells me they'll respect this town. Then they cut corners the moment my back turns." She tapped his folder. "Give me one reason I should believe you're different." Damien opened the folder. He didn't show her the permit forms. He showed her a photo of the shuttered building he'd leased. "Three families lived above this shop before it closed. They lost their jobs when the last owner ran. I kept them on. Payroll starts whether you sign or not." He slid the paper across the desk. "I'm already paying wages for a store I can't open. That's your reason." She studied the photo for a long moment. She picked up her pen, turned to the permit, and pressed her stamp down hard. The sound cracked through the office. "Signed," she said. "You can open tomorrow." Damien reached for the paper. She held it flat under two fingers. "One more thing." She smiled without warmth. "My nephew needs work. He starts Monday, in your store, on your payroll. You don't fire him. Understand?" She lifted her hand and let the permit slide free. "That's the price of my signature. In Palm Shores, favors have receipts." Damien took the permit. It was real, stamped, legal. He had won the doors he needed. But he had bought them with a stranger he could not remove, planted inside his first store, watching everything he built. He folded the paper and slid it into his jacket. "Monday," he said, and walked out knowing he now owed a debt he had not agreed to pay.
