Chapter 1

Glacielle Frostweave knelt on the reef shelf and pressed her palm to the coral. Ice bloomed under her fingers, sealing a hairline crack she had found at low tide. She was building a city down here, one freeze-joint at a time, where a dwarf and a merfolk could hold hands without the tide law knocking on the door. She had sold her grandmother's forge tools to buy these coral rights. Her ally didn't know that yet. The problem was the site itself. From this shelf she could see three fishing boats and a patrol skiff. Anyone with a glass could count her hammer strokes. She had walked the reef for two months and found no stretch long enough, deep enough, and quiet enough to hide a home, let alone a city. Without a hidden site, the first couple she sheltered would be dragged up into the sun before the mortar cured. A shadow slid across the shelf. Coralina Shellwater surfaced beside her — the coral princess who had first taken her seriously, half mermaid, half turtle, a shell riding her back like a shield she had been born wearing. A crown of pink coral sat crooked in her wet hair. She rested both arms on the shelf as if she owned it, which she nearly did. "You're exposed here," Coralina said. "I counted the boats too." "I know." Glacielle sat back on her heels. Her ice dress cracked and refroze at the knee. "I need somewhere no one looks. I don't have one." Coralina studied her. "Come off the shelf. I want to show you something my mother told me never to show a dwarf." Glacielle followed her along the reef wall, wading to her chest, then to her chin. Coralina stopped at a bulge of dead coral that looked like every other bulge. She pushed. A slab swung inward on a current Glacielle couldn't feel. Behind it opened a drowned canyon, narrow at the mouth, wide inside, roofed by living reef. Sunlight came down in blue columns through gaps too small for a boat to mark. The walls were stone, not coral. Stone did not collapse the way caves did. Stone held a freeze-joint like a promise. "How long?" Glacielle asked. "Half a mile in. It bends twice. No one from the surface has ever charted the bends." Glacielle set her hand on the stone and pushed cold into it. Frost spread in a clean white star. The joint took. The stone accepted her. "I'll build here," she said. Coralina's smile went thin. "Then you should know. My mother didn't just tell me to keep it secret. She told me who already knows it exists. Two of them. And one of them enforces the tide law." Glacielle kept her hand on the stone. The frost held. The site was hers. The secret was not.
