Chapter 546

The bay outpost held. Rell graded the hides and the leather came home worth more. But when Ajax returned to Silvermoor, Aldric met him at the dock with a hard face. He carried his ledger under one arm, his green tunic streaked with sea spray. "The town takes coin," he said. "That's not the trouble. The trouble is what it doesn't do." Ajax knew Aldric well enough to wait. The scholar had governed Silvermoor for a season now, and he did not raise alarms without cause. They walked the harbor road together. Aldric stopped at a shuttered stall by the gate. "Empty," he said. "Three shops here stand dark. Traders come, sell their load, and sail. They don't stay. They don't build." He tapped the shutter. "A town that only passes goods through is a road, not a town." Tucker leaned in the tavern door, one gold chain catching the harbor light. He had run the bar since Silvermoor opened, and he heard every captain's grumble. "They say the same thing every night," he said. "No smith. No cooper. Nowhere to fix a broken cask or a torn sail." He shrugged. "So they buy their wine and they're gone by tide. We're missing the coin that comes from mending men, not just selling to them." Ajax turned the problem over. He had built Silvermoor to move furs and hold ground. He had never asked whether it could stand on its own. "So it needs more than a gate and a bar," he said. "It needs trades," Aldric said flat. "A smith. A cooper. A man who works iron and a man who works wood. Fill the dark shops with craft, and traders stay a day instead of an hour. A day means they lodge. They drink. They talk." Tucker nodded slow. "More talk means more I hear. More silver in the till." He grinned. "And a captain with a mended sail sails back here next season, not to the port." Ajax made the choice on the dock. "Then Silvermoor grows," he said. "We fill the shops." He looked at Aldric. "Find me a smith and a cooper who'll swear the chain. Clean men. Marco reads them before they set foot past the gate." "That draws more strangers into the town," Aldric said. He did not soften it. "Each one is a mouth that could sell the sea road." "Then we bind them like the rest," Ajax said. "Silver chain and oath, or they leave with no memory of the place." Within the week Tucker brought two men north, a smith with burn-scarred arms and a cooper with a limp. Marco read them clean at the gate. Ajax swore them at midnight and set them in the dark shops. By the next tide, hammer and adze rang in the harbor. A captain stayed two nights to mend his sail. Silvermoor was no longer a road men passed through. It had become a place men came back to.
