Chapter 1

Kamala Harris wanted the presidency again, and she had eleven staffers, forty donors, and no place to put any of them. She stood in a rented conference room with the lease already expired. The building manager wanted her out by noon. Her people crowded the table, laptops balanced on knees, coffee cups stacked on the floor. One volunteer took a call in the hallway because there were no free chairs. "We can't run a campaign from a room we don't own," Kamala said. "By tonight we have somewhere real, or we lose our best people to someone who does." Pete Buttigieg pushed through the door then, tie loose, a folder under his arm. He had run for president himself once, then served as her secretary of transportation. Now he'd flown in overnight to help her start over. He didn't waste time on hellos. He set a photo on the table and slid it toward her. "I found a building," he said. "It's strange. But it's ours if you say yes in the next hour." Kamala studied the picture. A squat stone tower rose three stories, thick-walled and blunt. Round windows stared out like portholes. A metal keypad guarded the front door. A sign above the entrance read SECRET HEADQUARTERS in plain block letters. "It looks like a bunker," she said. "It was built to." Pete tapped the photo. "Reinforced walls. Its own generator. The last tenant left everything wired. The owner wants a tenant who won't ask questions and will sign today." A staffer leaned in. "That name is on the building. Actual letters. Carved in." "Can't change it fast," Pete admitted. "That's the catch. Whatever we do inside, the whole city sees that word on the door." Kamala looked at her people. The volunteer in the hallway waved goodbye and mouthed sorry. She was already losing them. She checked the rent number Pete had circled. It was cheap because no one else wanted it. "A campaign about honesty," she said, "working out of a place called Secret Headquarters." "I know how it sounds," Pete said. "But it's four walls and a roof, today. That's more than we have right now." She thought about the manager coming at noon. She thought about the story reporters would write the moment they saw that sign. Then she picked up the pen. "Sign it," she told Pete. "We move everyone in tonight." By dark, her staff carried boxes through the reinforced door. The generator hummed. Laptops filled the long tables inside the stone tower. For the first time, the campaign had a home. Kamala stood on the front step and looked up at the carved sign. A neighbor slowed on the sidewalk, read the words, and pulled out a phone to take a picture. Kamala watched the photo go into a stranger's pocket. She had a headquarters now. She also had a name she'd have to explain to the whole country.
