Chapter 1

Luminara Starwhisper climbed the office steps with her petition rolled tight in her fist. She had come to file for a council seat no fairy had ever held: one that would name her keeper of every power type at once. Star, frost, flame, bloom, tide, beast, chrono, and moon. She had proof of all eight. She had spent nine years earning them one at a time. The clerks upstairs only had to stamp the scroll. She did not reach the clerks. Aldric Moonwhisper stepped out from behind the pillar at the landing and put a hand flat against her chest. His purple sleeve was still damp from the ride. "Bristle Thornwick filed a bar against you at dawn," he said. "He heard you broke the trail for the herd prince. He calls it favoritism. If you set foot in the filing room, they will burn the petition in front of you." Luminara did not move for a long moment. She had helped Prince Nera Mossveil because his fawns were dying and the forest with them. She had not thought a rival seat-holder would use it against her before she could even walk through the door. "How long until the bar is sealed?" she asked. Aldric said, "An hour. Maybe less." She went sideways instead of up. Nera was still in the city, resting his mount two streets over, and she found him in a stable yard with a kitten tucked inside his coat. She told him plainly what Bristle had done. Nera listened without interrupting. When she finished, he said, "I will speak for you. Openly. On the office steps. Before the hour closes." He did not offer more, because more was not needed. A crown prince testifying that her aid had saved a sacred herd would outweigh a whispered charge of favor. They were not alone at the steps. Angel Frostborne was already waiting there in his white and gold, standing where the clerks could see him through the arched window. He held out a slender blessed dagger, hilt first. "A witness gift," he said. "From the ice court. Enter it into the record with your petition. It answers Bristle before Bristle finishes speaking." Luminara took the dagger. She understood the cost. Angel wanted her seated when his own return to the ice throne came before the council. She walked into the filing room with Nera on her left and the dagger laid across her open petition. The clerk read the prince's spoken testimony, logged the ice court's token, and stamped the scroll before Bristle's messenger reached the door. The bar died on the desk. Luminara left the office holding a sealed petition and two debts she had not carried an hour before: one to a prince who would want her voice on the herd, and one to a deposed king who would want her vote on his throne.
