Number 9 watched the loading cranes swing their cargo across the water. She had been coming to the docks for three weeks now, learning the rhythms. The morning shift changed at six. The harbor patrol made their rounds every forty minutes. Between those gaps, goods could move if you knew where to look. She was here to build something that didn't exist yet — a network that could smuggle supplies past the eyes that never blinked. But networks needed people, and people needed reasons to risk everything. The coffee stand near the inspection gate had two lizard-skinned dockworkers hunched over the counter every morning. They wore backpacks stuffed with gear and never took them off, even on breaks. Number 9 had marked them as surveillance — stationed to watch the flow of bodies and cargo. They sat facing opposite directions, covering all approaches. But today one of them stood and walked toward her, leaving his partner behind. He stopped three feet away and said her name. Not her dock name or her cover. Her real name, the one she hadn't used in years. He pulled a folded paper from his jacket and held it between two clawed fingers. The header read transit schedules for three routes she'd been mapping. He said someone wanted to help, but they needed to meet tonight. Then he walked back to his coffee without waiting for an answer. Number 9 left the docks knowing two things had changed. Someone had been watching her watch the patrols. And her network had just become someone else's too. She came back at midnight. The pier was empty except for a purple glow beneath the furthest dock. Number 9 walked toward it, boots quiet on the wooden planks. A canoe floated there, made of something like water but solid. Fish shapes swam through its sides, glowing pink and blue. It cast enough light to see by but stayed low, hidden from the patrol towers above. A figure sat in the stern, waiting. Number 9 stopped at the edge of the dock. The figure held up a worn ledger, pages yellow and frayed. She recognized the handwriting before she could read the words. It was hers from eight years ago, tracking shipments for a crew that no longer existed. The stranger flipped to a page marked in red ink and pointed to a name. Her childhood friend. The one person she trusted. The only person who could anchor the network she wanted to build. The stranger closed the ledger and spoke. They knew who Number 9 was recruiting. They knew her routes and her timing and her one weak point. But they weren't here to stop her. They had cargo that needed moving and no one else careful enough to do it right. The network could start tonight if she wanted. Three shipments a week, paid in connections she couldn't buy anywhere else. Number 9 looked at the glowing canoe and the ledger and the face she still couldn't see clearly. She asked one question. How did they get the book. The stranger said her friend gave it to them two days ago, along with a yes. Number 9 walked away from the pier knowing her foundation had shifted. She hadn't built the first node of her network. Someone else had built it around her.
