Chapter 1

Paula the Paramedic wanted a trauma center, but the council wanted her silence. She stood in the meeting room with her proposal in one hand and a dead man's chart in the other. Last week she had driven a farmer forty minutes to the nearest hospital. He bled out in the back of her rig at minute thirty-one. A trauma center in town would have saved him. She had come to make the council fund one. The five members sat behind a long table. The chair folded his hands. "We admire your passion, Paula. But the budget is thin this year. Come back next spring." Paramedics do not get next spring. Paula knew the real problem. The town was hiding a poison. She had watched Cedar Clinic fill with sick people all month. She had ferried them, coughing and dizzy, and the clinic doctor could not tell them why. Paula had learned why by accident. Their tap water carried lead. The council knew. They had sealed the findings and ordered everyone quiet until a state man arrived Friday. So Paula set a clear sleeve on the table. Inside was the sealed contamination memo. Stark warning bars ran down the side. A biohazard mark sat in the corner. She had photographed it too, and mailed copies to herself. The chair's face went gray. "Where did you get that?" "From the same place your sick people come from," Paula said. "I carry them. I know their addresses. Half of them still drink from taps you haven't warned." She kept her voice level. "You want quiet until Friday. I want a trauma center. We can both get what we want." A woman on the council leaned forward. "That is blackmail." "It is a trade," Paula said. "Fund the center tonight. I keep the memo in my drawer. Refuse, and I hand this to the town crier before dinner. Then everyone learns you let them drink poison for a week." The room went silent. The chair looked at the memo, then at Paula. She did not blink. She had built her whole life around one rule. You do not let people die when you can stop it. Now she was breaking secrecy to hold that rule. The chair whispered with the woman beside him. Papers shuffled. At last he straightened. "The center is funded," he said. "On the condition you say nothing about the water until Friday." "Agreed," Paula said. She walked out into the cold and stopped by the ambulance station, its red-and-white panels bright under the lot lights. She had won her trauma center. She had also promised to sit on a poison for five more days. Somewhere across town, people were still filling glasses from the tap. Paula pressed the sealed sleeve to her chest and felt the weight of every address she had memorized.
