Paulie Dark slid the rolled chart across his desk and named his price. The merchant's face went pale, but he didn't walk away. They never did. Twenty years in this business had taught Paulie that desperate men paid whatever it took, and this port city attracted the desperate like flies to honey. He dealt in forbidden routes and restricted waters—the kind of charts that could make a captain rich or land him in irons. His network of admiralty contacts fed him secrets that no honest sailor could touch. Four men inside the naval office, including one who'd been on his payroll since the beginning. Every deal brought him closer to his real goal: running the most powerful black-market operation this pirate port had ever seen. The merchant counted out gold coins with shaking hands. Paulie pocketed the payment and watched him leave through the back door of the dockside warehouse. Rough plank walls kept prying eyes out, and the constant noise of the busy port covered every whispered deal. This place had become his hub—the center of everything he'd built. Ships came and went. Captains needed charts. Paulies provided what the law forbade. Word spread through the right channels, and his reputation grew with each transaction. The warehouse wasn't much to look at, but it didn't need to be. It just needed to keep secrets and stay off the Governor's official maps. From here, he could expand into other contraband, build new connections, and cement his control over the port's shadow economy. The chart business was just the beginning. Outside, longshoremen worked the cargo station on the docks, hauling crates stacked three high. Paulie stepped into the doorway and studied the operation. Some of those containers held his goods now—rum from restricted islands, weapons that never appeared on any manifest, silks that bypassed the Governor's tariffs. The workers didn't ask questions. They just moved cargo and took their cut. Charts had opened the first door, but real power meant controlling what flowed through this port. Every crate that passed through his network brought him one step closer. The admiralty contacts gave him information. The warehouse gave him cover. The cargo station gave him reach. Together, they formed the foundation of something bigger than any single deal. Paulie adjusted his hat and smiled. The black-market empire he'd planned for twenty years was finally taking shape. He walked back inside and crossed to the weathered floor hatch in the corner. The dark planks and iron bands had rusted over the years, but the handle still turned. He pulled it open and climbed down into the space below. This would be where the real deals happened—the kind that required extra discretion. Charts bought him respect, but the contraband flowing through his cargo station would buy him power. Down here, away from the warehouse floor, he could meet with suppliers and buyers who couldn't risk being seen in daylight. The hatch door closed above him, sealing out the noise. In the quiet darkness, Paulie could see it all clearly. Every piece was in place. The contacts, the warehouse, the cargo operation, and now this hidden room. The most powerful black-market network in the port wasn't a dream anymore. It was happening.
