Chapter 2

The rumor was dead, but the lord's new test hung over Rose like a blade. She had to prove she could rule without cutting. That meant finding a quarrel she could end with words alone. She knew the council halls. She did not know the streets. For two days she read complaint ledgers at her townhouse and found nothing that fit. Tax disputes wanted lawyers. Land feuds wanted years. She needed one grievance she could settle clean and fast. Dara found her there, boots loud on the polished floor. The swordsmaster carried no sword today, only a scowl. "You've been hiding indoors," Dara said. "You want a fight you can win with your mouth. It won't come to you in a book." Rose set down the ledger. "Then tell me where to look." "The market by the tanners. Two families share one well. They've feuded over it since spring." Dara jerked her chin at the door. "I drill a boy from each house. Both bleed for a thing nobody owns." They took Rose's lacquered carriage to the edge of the district. Rose stepped down in silk among stalls that smelled of hides and smoke. The well sat between two shuttered shops. A rope had been cut. A bucket lay split. Two knots of people faced each other, shouting. A woman held a pale, moon-white vine torn from the well's stone rim, waving it like proof of some old theft. Rose did not touch her dagger. She raised both hands, empty. "Who dug this well?" she asked. Silence. Then an old man admitted neither family had. A dead neighbor had, years back, with no heirs. Rose heard the whole tangle out. One house drew water at dawn. The other claimed the dawn hours by long habit. Each accused the other of fouling the rope. "The well belongs to no one," Rose said. "So it belongs to both. One house draws before noon. The other draws after." She looked at the split bucket. "And I'll pay for a new rope and a new bucket, on one term. The next hand that cuts the rope answers to the council, not to me." Dara watched from the carriage step, arms crossed. The two families argued, then grumbled, then agreed. It was a small thing. But it held. The woman set the pale vine back on the well's rim. Rose climbed into the carriage with witnesses to her name. She had settled a grievance without drawing steel. Dara sat across from her and almost, almost smiled. "That'll play in the hall," Dara said. "If the peace lasts." Rose watched the well shrink behind them. She had her proof now, one signed word from grateful mouths. But the lord would not bow to a bucket and a rope. He would call it too small to matter. She needed the council to hear it before he could shrink it.
