Chapter 5

The clerk called before the crew had finished morning coffee. A council member had filed for a re-review of Shelly's emergency permit. Hearing at three. If she could not answer the challenge, the site went dark by sundown. Shelly read the notice twice, then folded it into her back pocket. Malcolm's name was not on the paper, but his fingerprints were. She grabbed her keys and shouted for Ziggy. Ziggy climbed into the truck without a question. Shelly drove toward the tall white building with the orange glass, the one with the records room the old-timers still used. "We need proof," she said. "Precedent. Something on paper that says a councilwoman can vouch for a rebuild on a compressed timeline." Ziggy adjusted his hat. "Amina will know the shelves. Call her from the lobby." Shelly had already dialed. Amina met them in the archive on the third floor, sleeves pushed to her elbows. "Show me the notice." She read it once. "Bad-faith filing. They want you to panic." She pulled a binder from a low shelf and set it flat on the table. "Nineteen-eighty-one. The pier fire rebuild. Emergency permit issued by a single councilmember, upheld on re-review because the structural sign-off was independent." She tapped the page. "Your engineer signed your load sheets. Bring them. Bring him." Ziggy was already photographing the page with his phone. At three, the chamber was half full. The challenging member spoke first, smooth and slow, quoting code sections and calling the permit rushed. Malcolm sat in the back row in his white suit, hands folded, watching Shelly the way a man watches a slot reel. Shelly stood when called. She laid George's stamped load sheets on the table. She laid the nineteen-eighty-one precedent beside them. Amina spoke next, short and clipped. "The structural review is independent. The permit stands unless you can show a defect in the sheets. Show one." The challenging member opened his mouth and closed it. He had not brought an engineer. The vote came four to one. Permit upheld. Build continues. Shelly walked out with Ziggy at her shoulder. Malcolm caught her in the lobby, smiling like they were old friends. "Impressive footwork, Shelly. Truly." He tipped his hat. "But footwork tires a person out. I have more moves than you have days." He walked past her into the sun. Amina touched Shelly's elbow before she could answer. "He is not bluffing. He will come at your suppliers next. Lock your contracts tonight." Shelly nodded. In the truck, she pulled out her phone and started a list. The permit was safe. The next fight was already named.
