Chapter 3

Three days into construction, the saws were running and the first steel ribs had gone up inside the tallest spire. Shelly was on a ladder checking a bolt line when a woman in a gray blazer walked through the front gate with a clipboard. The woman flashed a laminated badge and asked for the site owner. Shelly climbed down. The badge said City Inspector. The clipboard held a stop-work order already filled out, waiting for a signature. The inspector did not waste words. The permits on file described the old ride. The new ride had a different structural load, a different shaft, a different rider path. Without updated permits, every tool on the lot had to stop within the hour. Shelly asked how long a new permit would take. Six weeks minimum, the inspector said, longer if the review board wanted a second opinion. Shelly did the math on her fingers. Six weeks would put her past the season. Six weeks would put her past Malcolm. George came around the base of the spire wiping his hands on a rag. He grinned at the inspector like she was a friend who had come for lunch. "You're worried about the shaft cut, right? Come look. I've got the new load sheets in the trailer. Signed, stamped, everything but the city header." He walked her to the site trailer and spread paper across the desk. He talked her through the fiber wall, the steel sleeve, the torque numbers. The inspector listened. She tapped one line twice. "This is clean work," she said. "But I can't sign off on a builder's word. I need a council member or a licensed structural reviewer to vouch before I can issue an emergency permit." Shelly stepped outside and called Esther. Esther picked up on the second ring, and Shelly heard the general store's screen door slap shut. "I need a name," Shelly said. "Someone on the council who won't stall." Esther was quiet for a beat. "Amina Khalil. District Four. She reads what people hand her. Tell her I sent you." Shelly drove into town with the load sheets on the passenger seat. Amina met her in a small office lined with binders. She read the top page, then the next, then the stamp on the back. "Beetlesby did these?" she asked. Shelly nodded. Amina picked up her desk phone and called the inspector directly. "I'll vouch," she said. "Issue the emergency permit today. I'll sign the paperwork before close." She hung up and looked at Shelly. "You owe me a real answer when I ask for one later." By sundown the stop-work order was rescinded and a temporary permit was taped to the ticket booth window. The saws started again. Shelly stood at the gate and watched George climb the scaffold with a fresh coil of wire. She had bought her build back, but she had also written her name into a councilwoman's ledger, and Amina would come to collect.
